In 1989 Ash Street in Tacoma, Washington, was flooded with gang-related activity. Sergeant Bill Foulk who had bought a house there wasn't a fan of this, and started taking action to prevent this by recording the activity, organising a neighborhood watch, and protesting the police to do something about it.
