The Aggressors also wear Mark X Gravis Pattern armor, the same armor worn by the Inceptors. Inceptors don't fit the bill for Terminators at all. Every Primaris release has been a “new” unit and not a re-do of an existing one (eg no Primaris Devastator squad), so I assume they’re not going to do Primaris Terminators either.
